Independence National Historical Park is a unit of the National Park Service, roughly 55 acres of federal land in the oldest quarter of Philadelphia, staffed by uniformed rangers under the Department of the Interior rather than by Philadelphia Parks and Recreation. Inside a handful of blocks the Second Continental Congress adopted the Declaration of Independence on July 4, 1776; the Constitutional Convention wrote the Constitution between May and September 1787; the Supreme Court of the United States held its earliest sessions; and the federal government ran the country from December 1790 to May 1800, while Philadelphia served as the national capital. Guidebooks call it the most historic square mile in America, and for once the phrase is close to literal \u2014 more than twenty historic structures stand within it, the park&#8217;s collection runs to about 1.5 million objects, and nearly 1.93 million people passed through in 2025.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Highlights\"><\/span>Highlights<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li><strong>Independence Hall<\/strong> \u2014 begun in 1732 and completed in 1753 as the Pennsylvania State House, it holds the assembly room where independence was voted and where the Constitution was signed on September 17, 1787; UNESCO inscribed it as a World Heritage Site on October 24, 1979.<\/li>\n<li><strong>Liberty Bell Center<\/strong> \u2014 opened in October 2003 to replace the 1976 pavilion; the bell came down from the State House steeple to permanent public display back in 1852, and the glass wall behind it frames Independence Hall itself.<\/li>\n<li><strong>Congress Hall<\/strong> \u2014 built as the county courthouse, it held the House of Representatives on the ground floor and the Senate above from 1790 to 1800; Vermont, Kentucky and Tennessee were admitted as states while Congress sat here.<\/li>\n<li><strong>Old City Hall<\/strong> \u2014 the first home of the Supreme Court of the United States, from 1790 to 1800, under Chief Justices John Jay, John Rutledge and Oliver Ellsworth.<\/li>\n<li><strong>The President&#8217;s House Site<\/strong> \u2014 an open-air memorial standing on the footprint of the executive mansion used by George Washington from 1790 to 1797 and John Adams from 1797 to 1800; it names the nine enslaved Africans Washington held in that household.<\/li>\n<li><strong>Franklin Court<\/strong> \u2014 Robert Venturi&#8217;s steel &#8220;ghost structure&#8221; of 1976 traces the outline of Benjamin Franklin&#8217;s vanished house in mid-air, with the Benjamin Franklin Museum and a working post office beneath and beside it.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Whats_inside\"><\/span>What&#8217;s inside<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The park is not one enclosure but a scatter of separately staffed buildings, threaded together by open squares and by the three-block lawn known as Independence Mall.<\/p>\n<ul>\n<li>Independence Square, the walled green directly behind Independence Hall, where the Declaration was first read aloud to a crowd on July 8, 1776.<\/li>\n<li>The Second Bank of the United States, William Strickland&#8217;s Greek Revival temple of 1819\u20131824, now a portrait gallery hung with faces painted by Charles Willson Peale and his contemporaries.<\/li>\n<li>Carpenters&#8217; Hall, which the First Continental Congress used from September 5 to October 26, 1774 \u2014 still owned and operated by the Carpenters&#8217; Company, not by the federal government.<\/li>\n<li>Washington Square, a former potter&#8217;s field, Revolutionary burial ground and yellow-fever cemetery, now holding the Tomb of the Unknown Revolutionary War Soldier, designed by G. Edwin Brumbaugh and completed in 1957 with an eternal flame.<\/li>\n<li>The Free Quaker Meeting House of 1783, the Bishop White House, the Todd House and the reconstructed Declaration House, where Thomas Jefferson drafted the Declaration in rented rooms.<\/li>\n<li>The Independence Visitor Center, opened in November 2001, which functions as the practical starting point for tickets, maps, rangers&#8217; advice and restrooms.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"What_to_do_and_who_its_for\"><\/span>What to do and who it&#8217;s for<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li><strong>First-time visitors<\/strong> \u2014 one focused morning covers Independence Hall, the Liberty Bell and Congress Hall, which together are the irreducible core of the site.<\/li>\n<li><strong>Families with school-age children<\/strong> \u2014 the Benjamin Franklin Museum is built around hands-on exhibits and short films, and the ghost structure above it works as an open-air playground for the imagination.<\/li>\n<li><strong>Readers of history<\/strong> \u2014 Old City Hall, the Second Bank portrait gallery and the President&#8217;s House site are the least crowded and the most rewarding for anyone who already knows the story.<\/li>\n<li><strong>Architecture watchers<\/strong> \u2014 Georgian brick, Federal townhouses, Strickland&#8217;s Greek Revival and Venturi&#8217;s postmodern outline all stand within a few minutes of one another.<\/li>\n<li><strong>Visitors from abroad<\/strong> \u2014 rangers give free talks in the open air throughout the day, and the visitor center distributes park material in several languages.<\/li>\n<li><strong>People who live here<\/strong> \u2014 Washington Square and Independence Square work perfectly well as ordinary lunchtime greens, shaded and quiet a hundred steps from the crowds.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Getting_there_and_practicalities\"><\/span>Getting there and practicalities<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The park occupies Old City and the northern edge of Society Hill, in the historic core close to the Delaware River. SEPTA&#8217;s Market\u2013Frankford Line \u2014 signed as the L since the SEPTA Metro rebranding rolled out in 2024 \u2014 stops at 5th Street\/Independence Hall station, which surfaces beside the visitor center; the Broad Street Line, now the B, connects from north and south through the City Hall interchange. PATCO trains from southern New Jersey stop at 8th and Market, and Regional Rail reaches Jefferson Station a short walk away. The grounds, the squares and the mall are open and free at all hours. The buildings are free as well; the one condition is a timed entry reservation for Independence Hall from March through December, released in advance through the park&#8217;s booking system with a further batch each morning. The Independence Hall tour runs about twenty minutes and begins with security screening. Liberty Bell Center opens daily from 9 am to 5 pm with no reservation. Congress Hall runs an open house from 9 to 10 am, then guided tours until late afternoon. The Benjamin Franklin Museum keeps 9 am to 5 pm, and the visitor center stays open to 6 pm. Allow half a day for the core and a full day if you add the Second Bank and Franklin Court.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"When_to_visit\"><\/span>When to visit<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Spring brings blossom to Washington Square along with the heaviest school-group traffic of the year, and ticket queues that lengthen from mid-morning onward. Summer turns the district into the ceremonial center of the city: the Fourth of July concentrates parades, public readings and fireworks here, and the humidity is real, so an early opening is worth the alarm clock. Fall is the connoisseur&#8217;s season \u2014 the London planes over Washington Square turn copper, the light rakes the brick low and warm, and tour groups thin out sharply after Labor Day. Winter empties the squares and pushes the visit indoors, which is no loss at all: the unheated eighteenth-century rooms under bare-tree light are the closest this district ever comes to looking the way the delegates saw it.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Worth_knowing\"><\/span>Worth knowing<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The park is younger than it looks. Congress authorized it on June 28, 1948, and it was formally established on July 4, 1956; Independence Hall alone had already been designated a National Historic Site in 1943. The broad lawn north of Independence Hall is not colonial in the slightest \u2014 it is Independence Mall, carved out from 1950 onward by demolishing three blocks of nineteenth-century commercial buildings, first as a Pennsylvania state project and only later absorbed into the federal park. Independence Hall was designed by the lawyer Andrew Hamilton with master carpenter Edmund Woolley; its tower carried the bell that the province ordered from the Whitechapel foundry in London in 1752 and that the Philadelphia founders John Pass and John Stow recast twice after it cracked on its first ringing. The park was listed on the National Register of Historic Places on October 15, 1966. Washington Square, long a city square, came under National Park Service care in 2005. In January 2024 the Park Service announced a large rehabilitation program covering the First Bank of the United States, Declaration House, Welcome Park and Independence Hall&#8217;s West Wing, with the work running through the country&#8217;s 250th anniversary year.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Visitor_tips\"><\/span>Visitor tips<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<ul>\n<li>Book the Independence Hall reservation online before you travel; the same-day allocation released at the visitor center disappears early, above all between June and August.<\/li>\n<li>Take the Liberty Bell either right at 9 am or in the final hour before 5 pm \u2014 the middle of the day is exactly when the screening queue is longest.<\/li>\n<li>Leave large bags at your hotel. Every staffed building screens visitors, and there is no bag storage anywhere on the site.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Questions_and_answers\"><\/span>Questions and answers<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>Is this a city park or a national park?<\/strong> A national park unit. It is administered by the National Park Service under the Department of the Interior, with federal rules, federal rangers and federally set hours. Philadelphia Parks and Recreation has no jurisdiction inside it, which is why the hours differ from the city&#8217;s own squares nearby.<\/p>\n<p><strong>Does it cost anything to enter?<\/strong> No. The grounds and the ranger-staffed buildings are free of admission. The only condition anywhere is the timed reservation for Independence Hall in the busier months, which is a scheduling device rather than a paid ticket.<\/p>\n<p><strong>Do I need a reservation for the Liberty Bell?<\/strong> No. The Liberty Bell Center admits visitors on a walk-up basis daily from 9 am to 5 pm. You pass a security screening and then move through the exhibit at your own pace, ending at the bell with Independence Hall visible behind it.<\/p>\n<p><strong>How much time should I plan?<\/strong> Half a day covers Independence Hall, the Liberty Bell and Congress Hall without hurrying. A full day lets you add the Second Bank portrait gallery, Franklin Court and the Benjamin Franklin Museum, the President&#8217;s House site and Washington Square.<\/p>\n<p><strong>Is the National Constitution Center part of the park?<\/strong> It stands on Independence Mall, but it is run by an independent nonprofit with its own ticketing and its own hours. The same distinction applies to Carpenters&#8217; Hall, which the Carpenters&#8217; Company has owned since the eighteenth century. Only the buildings staffed by rangers are federal.<\/p>\n<p><strong>Can I see where Washington actually lived?<\/strong> In outline, yes. The President&#8217;s House Site is an open-air structure of partial brick walls on the footprint of the executive mansion, deliberately built without a roof, and it gives as much space to the enslaved household as to the two presidents who occupied it.<\/p>\n<p><strong>Is the park accessible?<\/strong> Largely. The squares, the mall, the Liberty Bell Center, the visitor center and the Benjamin Franklin Museum are step-free. Several eighteenth-century interiors involve stairs, and the expanded late-afternoon tour of Independence Hall is not wheelchair accessible.<\/p>\n<p><strong>Is there anywhere simply to sit outdoors?<\/strong> Washington Square is the answer \u2014 a full city square of lawn and mature trees around the eternal flame, usually calm even on days when the queue at the Liberty Bell runs the
